A Whidbey Island institution in Coupeville since the 1930s, Toby’s Tavern is one of the oldest and most beloved bars in the Pacific Northwest, a warm, wood-paneled waterfront tavern on Penn Cove whose mussels are as famous as the bar itself. Penn Cove mussels are among the most celebrated shellfish in the Pacific Northwest; Toby’s has been serving them steamed with cold beer since before most of today’s craft breweries existed.
